# AS63806 Menhera® NOC

> Network Operations Center of AS63806 (MENHERA-NET), operated by the IT Operations Center of the Human-life Information Platforms Institute (一般社団法人生活情報基盤研究機構, Menhera®). AS63806 is a non-profit research and education autonomous system: dual-stack IPv4/IPv6, RPKI ROV validating, physically located mainly in Japan but open to participation worldwide.

This site (`www.menhera.ad.jp`) publishes the operational facts about AS63806: address resources, peering policy, backbone facilities and network status. It is a small static site; every page exists in English and Japanese.

Key facts:

- **ASN**: AS63806 (`MENHERA`). **AS-SET**: `JPIRR::AS-MENHERA`. Networks together are called **MENHERA-NET**.
- **Prefixes**: IPv4 `43.228.174.0/24`, `123.253.119.0/24`; IPv6 `2402:3160::/32-/48`. ROA is issued for `2402:3160::/33-/48` only — the upper half of the /32 is reserved for internal use.
- **Guest / isolated ranges** (exclude these if you only want traffic from the organization itself): guests `43.228.174.224/28`, `2402:3160:e00::/40`; isolated network services `43.228.174.240/28`, `2402:3160:f00::/40`. No mail is sent from these ranges; outgoing port 25 is blocked there.
- **Peering policy**: Selective. Mandatory: globally routable ASN and both IPv4 and IPv6. Recommended: RPKI/ROA-validatable routes, PeeringDB and IRR registration, responsive operational contact. Connections are tunnel-only — over the Internet (IPv4/IPv6) or over NTT East NGN via IPv6 — preferring EtherIP, GREtap or GENEVE over IPv6.
- **Routing**: advertises AS-MENHERA; drops default routes and bogons; ignores prefixes longer than /24 (IPv4) and /48 (IPv6); filters with RPKI/ROV.
- **Facilities**: Tsuchiura, Ibaraki (`m-ibr1`, private datacenter co-located with Menhera® HQ), Otemachi, Tokyo (`m-tyo3`, interconnection point), plus small PoPs across Eastern Japan.
- **DNS domains controlled** (non-exhaustive): `menhera.org.` (projects, branding), `menhera.com.` (Google Workspace, branding), `menhera.ad.jp.` (LIR portal, Google Workspace), `menhera.or.jp.` (Japanese corporate site), `menhera.jp.` (short .JP redirect), `mdns.jp.` (MDNS.JP authoritative DNS), `mnhr.org.` (URL shortener). Authoritative servers are normally under `mdns.jp`.
- **IEEE MAC block**: `60:a4:34:4x:xx:xx` (`60:a4:34:40:00:00`–`60:a4:34:4f:ff:ff`), used on IXP ports and similar.
- **Organization**: an IP Address Management Agent (LIR) under JPNIC since 2025-10, and preparing for Reported Telecommunications Carrier (届出電気通信事業者) status in Japan. Japan Corporate Number (JCN) 7050005013201; D-U-N-S® Number 739529630.
